1. Mayor called the meeting to order at @ 6:59 p.m.
Mayor Eagles thanked everyone for attending.
2. Approval of Agenda
Mayor Eagles asked for approval of the agenda.

3. New Business
a) Quad By-Law Third Reading in Its Entirety and Enactment
Mayor Eagles asked the CAO to read the by law in its entirety.

BY-LAW No. 42
A BY-LAW DESIGNATING PORTIONS OF ROADS
ACCESSIBLE TO OFF-ROAD VEHICLES
Pursuant to the powers conferred by the Off-Road Vehicle Act, R.S.N.B 1985, c. O-1.5 and its amendments, the Council of the Village of Plaster Rock duly assembled enacts as follows:
1. Definitions:
Off-road vehicle as defined in the Off-Road Vehicle Act but restricted to members of the New Brunswick All-Terrain Vehicle Federation (N.B.A.T.V.F.) or in another province member of a reciprocal agreement with New Brunswick.
2. General provisions:
- Off-road vehicles shall display a valid trail permit as required under the Off-Road Vehicle Act or a valid trail permit from another Province having a reciprocal agreement with New Brunswick, this license being in the form of a sticker which must be clearly and permanently displayed on the ATV or Side-by-Side. The driver must be immediately able to provide a registration document and an insurance document for the vehicle. A license plate with a valid sticker must be visible.
- No person shall drive an Off-Road vehicle on Main Street or Fraser Street other than at locations designated for this purpose and as further set out below on a map attached to this by-law as Schedule “A”.
- Off-road vehicles must travel in the same direction as traffic and shall move in single file on the far right of the street.
- Any other vehicle utilizing the street shall have the right of way.
- No person shall operate an off-road vehicle in such a way as to disrupt or destroy the natural environment, create a nuisance by method or frequency of operation on any municipal property or upon any highway within the municipality.
- Off-Road vehicles may be driven along Main Street as set out in Schedule “A” at a speed not exceeding 40 km/h.
- Off-Road vehicles may be driven along Fraser Street as set out in Schedule “A” at a speed not exceeding 40 km/h.
- The driver or any occupant of the off-road vehicle must be properly wearing a helmet that complies with the standards prescribed by Regulations established under the Motor Vehicle Act.
- The Off-Road Vehicle must be outfitted with the necessary equipment as described in accordance with the Off-Road Vehicle Act.
- Off-road vehicles shall give the appropriate signals as required under the Motor Vehicle Act and must obey all traffic control devices.
- No person shall operate an Off-Road Vehicle on the travelled portion of Main Street or Fraser Street unless they are in possession of a valid driver’s license.
- Schedule “A” forms an integral part of this bylaw.
3. Offences:
- Anyone who violates this By-Law commits a punishable offence and is liable to a fine of $100.00, in addition to any fine under the Off-Road Vehicle Act, SNB 1985, c O-1.5 and its amendments.
Coming into force:
This by-law shall come into force on the date it is passed, signed, and sealed.
b) Alicia Paul letter requesting permission to have alcohol during rental of August 6th.
CAO advised Mrs. Paul no longer requires the rental.
c) Lagoon Project
Council asked that Dominic from Dillon be asked to provide costing for the three options presented to council.
3. Closed Session – Labor
Mayor Eagles asked council to entertain a motion to go into closed session.
