SPECIAL MEETING

May 30^th, 2022

TIME:  1:00 p.m.

Attendance:   Mayor Tom Eagles, Deputy Mayor Harding, Councillor DeWitt, Councillor Wright

Absent:           Councillor Corbin

Staff:              Patty St. Peter, Chief Administrative Officer

1.   Mayor called the meeting to order at @ 1:16 p.m.

Mayor Eagles thanked everyone for attending.

2.   Approval of Agenda

Mayor Eagles asked that Closed Session – Land be added to the agenda as item 3 with Adjournment being item 4.

MOTION:  The agenda be approved with the addition of Closed Session – Land and Labor as items 3 and Adjournment as item 4 – Deputy Mayor Harding, Councillor Wright      – Motion Carried       2022-63

3.   New Business

a)  Lagoon Tender – Deputy Mayor Harding advised the tender opening was held at the Village office at 1:30 pm on May 25^th, 2022.  The tenders came in at a million dollars over the engineers estimate of the project. 

Mayor Eagles advised he has instructed Dominic to see where cuts can be made on the existing option for the lagoon project and consider other alternatives for this project. 

b)  Quad By Law – First Reading and Second Reading by Title

First Reading of By Law No 42 – A By Law Designating Portions of Roads Accessible to Off Road Vehicles by Title – Councillor DeWitt, Councillor Wright       Motion Carried 2022-64

Second Reading of By Law No 42 – A By Law Designating Portions of Roads Accessible to Off Road Vehicles by Title – Councillor Wright, Deputy Mayor Harding    Motion Carried 2022-65

c)  Healing Garden Project

Mayor Eagles stated the village has received a letter of approval from RDC for this project. 

MOTION:   Village of Plaster Rock agrees to enter into the contribution agreement identified as project #200585 with Atlantic Canada Opportunities Agency – Councillor Wright,

Councillor DeWitt – Motion Carried 2022-66

d)  Tender for Resurfacing of Nature Trail

The village received one tender from I.R. MacDonald & Son Inc for $34,912.50 plus HST

MOTION:  The Resurfacing tender be awarded to I.R. MacDonald & Son Inc in the amount of $34,912.50 plus HST – Councillor Wright, Councillor DeWitt       

Councillor DeWitt noted the tender amount is only valid until September 30^th, 2022

3.  Closed Session – Labor, Land

Mayor Eagles asked council to entertain a motion to go into closed session.

MOTION – Meeting go into closed session @ 1:40 p.m. – Councillor Wright, Deputy Mayor Harding            Motion Carried – 2022-68

MOTION: Meeting resume into special session @ 2:04 p.m. – Councillor Wright,

Councillor DeWitt             Motion Carried – 2022-69

4.         Adjournment

MOTION:  Meeting adjourned @ 2:09 p.m. – Councillor Wright Deputy Mayor Harding, Motion Carried – 2022-71
