- Mayor Fenner called the meeting to order @ 6:54 p.m.
- 2019 Audit Presentation
Mayor Fenner opened the floor to Natalie Stacey.
Natalie presented the village financial statements for the year ending December 31, 2018. She advised the consolidated statements show a total revenue of $2,117,653 and total expenses of $2,255,705. The Accumulated surplus end of year is $3,378,169.
Natalie stated in converting the surplus back to the old standards the following is the outcome2 for 2018. General Operating Account shows a surplus of $33,742 with the Water and Sewer having a surplus of $25,608 and the reserve showing a surplus of $24,577. The total surplus for the Village of Plaster Rock is $83,927.00
Mayor Fenner thanked Natalie for presenting the audited statement for 2018 to village council.

- Zoomers on the Go – The clerk-manager asked if council had reviewed the information that was provided concerning this certification. Patty noted previously she was unaware that UNB will cover all costs associated with becoming a trainer. Fitness NB certification, the equipment needed to run the classes (exercise bands and balls), mileage to Fredericton in October for training sessions and meals/accommodations (if needed) while there. Clerk-Manager noted this training was offered last year and the fitness centre employee was asked to attend but she wasn’t interested. It was also posted at the fitness centre as there are a number of ladies who meet the age criteria but no one was interested. The recreation manager ask should she be approved to take this training that she be given four days in lieu of attending the training on the weekends.
MOTION: The recreation manager Janet Greer attend the Zoomers on the Go Leader Training and be giving four days in lieu of taking the training on the weekends – Deputy Mayor Harding, Councillor Wright Motion Carried 2019-145
- Mayor Fenner advised the public meeting schedule for tomorrow night may have to be cancelled as the RCMP cannot participate in meetings one month prior to an election. Her Worship advised Acting Sgt. Mathieu Gallienne is going to request special permission to attend and will advise if his request is granted.
Mayor Fenner noted we could still have the meeting. The clerk-manager questioned why would the meeting go ahead, as it not a council meeting and the purpose of the meeting is to have the RCMP in attendance to provide information and to answer questions that the public has.
Deputy Mayor Harding asked Mayor Fenner if she was going to chair the meeting. Her Worship replied yes if they wanted her to.
